Directer general of state police, SP Vaid, tweeted that the four were neutralised while infiltrating, in Dulanja village in north Kashmir's border area of Uri.
Vaid added that it was a joint operation by police, army and the central armed police forces.
Further details about the encounter is awaited as search operations go on.
The killings come a fortnight after five soldiers and three militants were killed when militants stormed a CPRF camp in in south Kashmir on new year eve. The JEM had taken responsibility for the suicide attack.
The people added that instances of such involvement are few and far between, even across the 28-year long militant campaign in the Valley -- not more than half-a dozen times, they said.
The JEM also claimed responsibility for an Improvised Explosive Device (IED) blast that left four policemen dead in Sopore town on January 6.
