Delhi Jal Board to Conduct 6-Month Door-to-Door Survey to Fix Water Database

New Delhi: The Delhi Jal Board (DJB) is set to launch a six-month-long doorstep survey across the capital to streamline its consumer database and improve water billing and service delivery systems.

The initiative aims to address long-standing issues related to incomplete records, faulty billing, and unverified connections, which have affected the efficiency of the city’s water supply management. Officials said the project will involve a comprehensive door-to-door verification drive, covering lakhs of households across Delhi.

Objective of the Survey

The primary goal of the exercise is to create a verified and updated digital database of all water consumers. As part of the survey, field teams will collect detailed information, including:

  • Consumer connection (K-number) and personal details
  • Mobile number and Aadhaar-linked identification (last four digits)
  • Household size and address with geo-coordinates
  • Meter status, photographs, and usage type
  • Details of the last bill issued

Officials said that by the end of the six-month exercise, every registered consumer is expected to have a fully verified digital record, which will help eliminate discrepancies in billing and service delivery.

How the Process Will Work

Delhi has been divided into three operational zones, and private agencies will be hired to carry out the survey, e-KYC verification, and data collection using mobile-based applications.

The project will also introduce a proof-of-delivery mechanism, where billing receipts will be supported with photographic evidence of the property, ensuring transparency and accountability.

Addressing Systemic Issues

The move comes amid concerns over the poor state of DJB’s billing system, where a significant number of consumers either do not receive bills or face irregular billing cycles. Reports suggest that a large proportion of connections are either inactive, unverified, or not properly recorded.

The survey is expected to lay the groundwork for:

  • Regular meter readings
  • Accurate and timely bill generation
  • Improved revenue collection
  • Identification of unauthorised or inactive connections

Bigger Impact

Experts believe that the initiative could significantly improve water governance in Delhi, where issues such as non-revenue water (loss due to leaks or illegal connections) and billing inefficiencies have persisted for years.

By leveraging technology, geo-tagging, and verified data collection, the DJB aims to modernise its operations and rebuild consumer trust. The project is also expected to enhance service delivery and ensure fair billing for residents.

Overall, the six-month doorstep survey marks a major step towards digitising Delhi’s water infrastructure, making it more transparent, efficient, and consumer-friendly.
