About an alleged recruiting scam between 2017 and 2019, Lieutenant Governor VK Saxena ordered the vice chancellor of Delhi Pharmaceutical Sciences and Research University (DPSRU) to be removed on Saturday, according to people who know the situation.

Professor Ramesh K. Goyal, the university's ex-officio chancellor, has to be removed from his position as vice-chancellor at DPSRU immediately, according to a senior LG secretariat officer who requested to remain anonymous. An inquiry committee that looked into the university's hiring practices for teaching faculties between 2017 and 2019, when Goyal was in charge of affairs, discovered his involvement in the scheme.


In the document, Saxena has written: "I order that Prof. Ramesh K. Goyal, Vice Chancellor, DPSRU be removed from the post immediately for large-scale irregularities and illegalities in the recruitment process in the university in violation of the rules and established norms, lack of supervision and control over the affairs of the university and for his failure to perform his duties as the vice-chancellor of the university as mandated by law." This is written in the exercise of powers under Clause 4(2) of the Delhi Pharmaceutical Sciences and Research University- Delhi Statutes, 2017, read with section 16 of the General Clauses Act, 1897.

According to the officer cited above, LG has also approved the filing of a formal complaint (FIR) against Goyal and six other officers listed in the report of the three-member investigation team, as well as the request that the Ministry of Home Affairs (MHA) submit the issue to an outside investigative agency. "Saxena noted the report of the investigation committee, which investigated the topic based on multiple complaints and found that significant irregularities, violations of the law, and partiality were noted in the hiring of faculty members at DPSRU between 2017 and 2019.

The committee has also noted that the VC attempted to downplay the irregularities brought to the attention of the university's administration branch by selectively offering his version of events and failing to address any of the major ones mentioned in the report in his response to the show cause notice on January 2 of this year," he said.

When reached, Goyal stated that he would only be able to respond after reviewing the investigation findings. "I have provided appropriate responses to the questions that were posed to me," he declared.
