New Delhi: Rajya Sabha Deputy Chairman Harivansh delivered the welcome address at the inaugural session of the 12th BRICS Parliamentary Forum, held on October 26 at the Samvidhan Sadan in New Delhi. In his address, he emphasized the need for parliaments to be more responsive, proactive and future-ready to effectively address global challenges.
Welcoming the parliamentary leaders and representatives from BRICS member and partner nations—including Lok Sabha Speaker and Forum Chair Om Birla, Harivansh highlighted the role of BRICS as a platform for international cooperation. He noted that BRICS member countries represent around 49.5 percent of the world’s population.
Referring to India’s 2026 BRICS presidency under Prime Minister Narendra Modi, Harivansh highlighted the focus on a “People-Centric” and “Humanity First” approach. He said the theme, “Building for Resilience, Innovation, Cooperation and Sustainability”, underscores the bloc’s commitment to strengthening cooperation and addressing common global challenges.
Speaking on the theme of the inaugural session, “Fostering Parliaments for People-Centric Development,” he stated that legislatures must effectively address the challenges arising from economic uncertainty, technological shifts, climate change, public health emergencies and social inequalities.
Referring to the New Delhi Declaration adopted at the 18th BRICS Summit in September, Harivansh also emphasized the importance of amplifying the voice of the Global South and advancing reforms in global governance.
Concluding his address, Harivansh expressed hope that, through the BRICS Parliamentary Forum, member nations would share their experiences and discuss effective parliamentary practices that promote public welfare. He extended his best wishes to all the delegates for productive discussions and a successful forum.
