Government Creates High-Level Task Force to Strengthen Toy Manufacturing

Union Minister of Commerce and Industry Piyush Goyal has announced the formation of a dedicated task force for the toy sector, with the goal of securing a 5 percent share of the global toy market by 2032. This announcement was made during the “Team Up for Toys: Driving SCALE, Innovation and Exports” event organized by the Department for Promotion of Industry and Internal Trade (DPIIT) at Vanijya Bhawan in New Delhi.

The new task force will work on six key objectives: integrating with global value chains, enhancing manufacturing capacity, addressing supply chain bottlenecks, developing a skilled workforce, promoting design and innovation, and improving the ease of doing business.

A ‘Toy Sector Playbook’ was also released on this occasion, serving as a comprehensive roadmap for manufacturers, startups, MSMEs, investors, and entrepreneurs. It provides detailed information on the manufacturing ecosystem, value chains, quality standards, regulatory compliance, skill development, product innovation, intellectual property, exports, and emerging markets.

Piyush Goyal stated that India’s toy industry symbolizes the nation’s progress towards a ‘Viksit Bharat’ (Developed India). He remarked that the sector exemplifies manufacturing prowess, innovation, creativity, and India’s rich cultural heritage. He urged the industry to focus specifically on innovation, design excellence, sustainable production, large-scale manufacturing, and exports.

Goyal noted that the domestic toy industry has been strengthened by various government initiatives, such as BIS quality certification, cluster development programs, and support extended to MSMEs and startups. He called upon the industry to develop Indian brands that gain global recognition and to leverage technology to the fullest extent.

Speaking at the event, Kajal, Joint Secretary at DPIIT, highlighted that the country currently hosts over 21,000 MSMEs, more than 770 DPIIT-recognized toy startups, approximately 50 toy clusters, and over 1,800 BIS-licensed units. Pawan Goenka, Chairman of the SCALE Committee, stated that the goal is to transform India into a global toy manufacturing hub. He added that by leveraging shifts in global supply chains, India aims to capture a 5 percent share of the global toy market by 2032.

Delivering the vote of thanks at the conclusion of the event, Sumeet Jarangal, Joint Secretary at DPIIT, remarked that the future objective is to create toys that are “Made in India, Designed in India, Innovated in India, and Branded in India.”
